Health-tourism authorisation certificate
Definition
The international health-tourism authorisation certificate (yetki belgesi) is the permit that health facilities in Türkiye get from the Ministry of Health, and intermediaries from USHAŞ, before serving patients from abroad.
Who issues it, and to whom?
Under the 2025 Regulation on International Health Tourism and Tourist Health, health facilities and intermediaries may work in international health tourism only with an authorisation certificate. The Ministry of Health issues it to facilities and USHAŞ to intermediaries. A facility applies through the Ministry's EKİP system and the provincial or district health directorate reviews the application; an intermediary applies to USHAŞ with the documents it asks for.
The certificate sits on top of the facility's operating licence rather than replacing it: the regulation defines a health facility as one that holds a licence under its own legislation and has been authorised by the Ministry. The Ministry's Health Tourism Department links to the lists of authorised facilities and intermediaries, and checking a partner against them before you start working together is a good habit.
