USHAŞ
Definition
USHAŞ (Uluslararası Sağlık Hizmetleri A.Ş., International Health Services Inc.) is a state-owned company linked to Türkiye's Ministry of Health. It promotes Turkish health care abroad and authorises health-tourism intermediaries.
What does USHAŞ do?
USHAŞ was set up under a provision that Law No. 7146 added to Decree-Law No. 663 in 2018, and it began work in February 2019. Its shares belong to the Ministry of Treasury and Finance, while the Ministry of Health, to which it is linked, exercises the shareholder rights.
Its founding law lists duties including promoting Turkish health services abroad, supporting public and private health-tourism activity, answering enquiries and complaints, and issuing authorisation certificates to organisations that act as intermediaries.
For a health-tourism agency, USHAŞ is where the certificate application goes: applications are made through its intermediary application system and the documents are reviewed. For a clinic, the name usually comes up when checking the certificate of an agency it plans to work with. Health facilities themselves are authorised by the Ministry of Health, not by USHAŞ.
